Where I'm hearing about this is at conferences where there are meteorologists involved. :o) I don't think there is any true research published, just people "in the know" looking at potential predictors of future weather and all agree that there is an interaction but nothing that is definitive or predictive. The context this has come up in is looking at transportation and sustainability. It does not appear that there is a way to use the oscillations to predict a DOTs winter maintenance budget. Just another way your research is being used by others! Thank you for your response.
