re: Wind anomalies: How to read them?

I don't know if this is the right place to ask this question, but I have noticed mainly two different wind anomalies you can look at. Ok, there may be more than that, but bear with me. I'm a junior varsity weather person. :)
What is the difference/meaning of charts that show 850hPa and 200hPa wind anomalies in the central/equatorial Pacific. Can someone please explain what those units mean? Are they referring to altitude?
