Rainfall for NorCal

Is it likely that Northern Ca will get increased rain and snow if this El Niño event plays out as predicted? I know I have read mainly the southern part of the state gets higher rainfall, but I remember the '82/'83 event and especially the '97/'98 event, and NorCal had greatly increased rainfall and I believe snow as well. Are we going to get some relief up our way too? It drives me crazy that whenever the state's drought situation and possible solutions to it, as well as El Niño, climate change, etc.... are discussed---only southern Ca is mentioned, as if the northern half of the state does not exist!!! Especially in light of the fact that we are having to send huge amounts of our water to the south and it is looking likely that we will have to be sending even more, it would be appreciated if more feedback and info for the northern half ( as well as research and positive ACTION on solutions for us!) --could be focused on as well!!
