El Nino -- Quo Vadis?

When are meteorologists going to address "why and whatever happened to all the rain that SoCal was supposed to get last "el Nino" winter? Of course we've been told that residual warm water offshore, combined with resultant high pressure, caused the wet-stream to flow more northerly than expected (I believe that's what we've been told), but what was the foundational cause of those two phenomena? In previous "big" el Nino years, presumably that warm-water high pressure barrier didn't exist. Isn't anyone going to tell us what was different last winter about the mega-weather presence in the area that gave rise to those resultant items?
