Thanks Nathaniel. Makes sense. Do you know if there have been any studies that show that for a shorter timescale (i.e. monthly) one would use an 18-year, 20,-year, 25-year, etc.average to adjust against the 30-year normal? Or should I assume that the 15-year average works well for shorter timescales?
