Dear Sirs: In your recent ENSO: Recent evolution (nov 26), you state ENSO seems to be in a neutral conditions. However, what do you call the October's rain deficit in Costa Rica, the lack of trade winds in November, and general temps above average, and no hurricanes in south Caribbean. Isn't that El Niño? Would you call that neutral?
