Snow in NYC !!

I live for this ..I have been studying meteorology since I was 7-8 yrs old...I called we 6 1212 every hour back in the 60's -70's ...Then I bought a noaa weather radio... When you called the us weather buraeo, before it was the national weather service. In nyc I find accu weather to be the most exact or close to the correct forecast....But when I used to call as a kid, only the temp would change every hour ..The forecasts were updated at 11 am, 4 pm, 10pm and again at 7-8am.. But in a snow situation ,,I thought the temp was the only indicator for snow or rain... But when the temps are say 38 deg..And they are predicting snow, the dew point is the indicator where the temps will average out ..Example ..Its 38 deg, the dew point is 24 ...When the precip starts in a few hours the temp will meet the dew point in the middle, in this case 31 degrees. That's called evaparational cooling..?? And when a sunny day the temps can be 45 deg but with radiational cooling as the skies stay clear at night all the suns heat radiates to the atmosphere dropping the temps steadily .?? Did I pass? Lol. I love this and am almost 70 yrs old
