As far as precipitation goes, the outlook somewhat resembles a La Nina winter. The outlook came to pass for the areas that favored below normal precipitation for California. All of California experienced a below normal winter. A drought was declared in parts of Oregon so the above average outlook for part of the PNW did not come to pass. The NMME and other climate models that were predicting a drier than normal year for California hit the mark, unfortunately. We are currently waiting to celebrate the demise of La Nina an hoping the IRI/CPC Nino 3.4 plume forecasting an ENSO neutral year comes to pass.
