So as to the why of  epic precip  in California  in December  that is "internal variability" but not in line with outlook  the following dry months January ( zero precip )  and Feb, is also "internal variability" but in line with the outlook..is it  correct to say that ?   or do we  say "climate is what you expect and  "monthly" weather is what you get.?
