Great post, excellent explanation of how predictions are made and how accurate they have been in the past.  My question would be, what exactly is “chaotic weather”?  Is it the RRR? Is it a low over the northeast?  Is there a way to determine what chaotic weather is, and  if it will permanently reside over an area for the season?
