While I can't comment about other modeling centers (but I suspect the same is true), once models are put into operations, they are frozen, so that changes are not made to the current version of the models.  Oftentimes, hindcasts are also prepared to understand model biases, and this is a lengthy process which would also prohibit frequent changes to the models.
